Of the 45 charities we interviewed that discussed their advertising practices, 26 reported that advertising was handled solely by the charity. Some third-party agents solicited donated vehicles for several charities using a common advertisement. Some of the most common mediums for vehicle donation advertisements include the 11 radio, newspapers, and the Internet. IRS has a compliance program to review noncash donations, including vehicle donations generating revenue over $ 5,000, which compares the amounts received by a charity upon the sale of a donated item with the 17 amount claimed by the taxpayer as the fair market value of the item. Although differences exist between fair market values and the proceeds from items sold at wholesale prices, this program gives IRS an indication of whether a particular donation should be further scrutinized. However, IRS has no data identifying whether cases referred for further review by this program are ever pursued. IRS is also in the process of implementing a National Research Program, which may provide data on compliance issues dealing with vehicle donations and other noncash contributions. Under the program, officials will randomly select about 49,000 tax year 2001 returns to determine whether taxpayers complied with statutory income, expense, and tax reporting requirements. Returns with noncash contributions, including donated vehicles, could be subject to audit to verify donation claims. Once this project is completed, IRS plans to assess individuals ' compliance related to deductions for noncash contributions, and determine whether more enforcement is needed to help ensure proper reporting in this area. 3 Tips for Buying a Car From the Salvation Army

The Salvation Army comes into possession of vehicles through donations. Sometimes these are vehicle that the owners no longer have any need, for any number of reasons and are in reasonably good condition. Sometimes they are vehicles that are damaged or mechanically unsound and the previous owners have elected not to repair them, sell or trade them. They have decided to donate the vehicle to get a tax deduction for charitable contribution.

In the state in which I live a vehicle cannot be sold to the public if that vehicle does not pass smog and safety standards. When the Salvation Army gets a vehicle that does not pass smog, they sell that vehicle to a dealer who will either repair the vehicle to meet smog and safety standards or will resell the car to a wholesaler.

Tip#1 Most used car buyers are aware that when buying a used vehicle they are going to have to make an investment into the car to get it into excellent operating condition. Before buying a used car you should first drive the vehicle, both on the street and on the freeway. Make sure that you like the way the car drives, that it accelerates well and stops well. Check the car for any visible damage. Check both under the hood and inside the trunk. If the car has been in an accident, telltale signs sometimes show up in those places. Look for mismatched paint on the exterior of the vehicle. If a car has been repaired with Bondo, leave it on the lot.

If you have a mechanic that you trust, have them inspect the vehicle before your purchase. They will usually charge you a small fee to do this, but it will be worth it. You will know what needs to be done to the vehicle to get it into excellent running condition and the approximate cost of the repairs. He can also put the car on a rack and check it for frame damage.

Tip#2 When you visit the lot for the first time take a pad and pen with you. Make a note of the mileage and the VIN number (Vehicle Identification Number). You will need the VIN number to run a Carfax report. There is a small charge for these, but it is worth the small fee to make sure the vehicle has not been in a flood and water damaged.

High mileage cars are worthless to a dealer because they cannot get the car financed. These are the cars that you see advertised "As Is, All Cash, No Warranty" If you are looking at a car that has a lot of miles,subtract the model year from the current year and divide that number into the miles, IE. 2011-1998= 13 years 13/100,000=7693 miles per year. The average mileage is between 10,000 and 15,000 miles so,this vehicle should show less wear and tear mechanically and in the interior. Keep in mind that vehicles have been known to remain useful with good maintenance for 300,000 to 400,000 miles, but this is not usual.

Tip#3 The cars sold by the Salvation Army will have an asking price. These prices are negotiable within reason. Many times the vehicle age will be older than what you will find in Kelly Blue Book. Pricing for cars older than 20 years can be found online at NADAguides.com priced as classic cars. If you've followed my suggestions and feel comfortable that the car will serve you well, negotiate in good faith for a price that is worth it to you. Remember this will not have any commercially marketable value, so its price is your best offer.

The Electric Vehicle and the Burden of History Specifications

The electric vehicle of historian David Kirsch's title is an old technology that seems ever on the verge of making a comeback. In the late 1890s, the electric engine competed with steam- and gasoline-driven engines to become the standard for automobile manufacturers, and it remained competitive for nearly a decade until, in the early 1900s, the internal-combustion engine captured the market.

It did so for complex reasons, few of them, in Kirsch's account, having to do with purely technological issues. Enter the "burden of history," a fruitful notion that reminds us that deterministic ideas of why things are the way they are--for example, that the lead-acid battery held insufficient power to carry cars over long distances without recharging, thus ensuring the victory of the more easily replenished internal-combustion engine--are often only half-right, if that. Kirsch urges that those concerned with analyzing the wherefores of the past take into consideration multiple causes, and not always the most apparent ones. The automobile, he continues, is not simply a machine, but "a material embodiment of the dynamic interaction of consumers and producers, private and public institutions, existing and potential capabilities, and prevailing ideas about gender, health, and the environment." In short, the automobile is a system unto itself, and how it came to take its present form--unchanged in many respects for a hundred years--is a story that involves many episodes.

Kirsch's account of some of those episodes provides a solid case study for students of technological history, and for those who press for new means of transportation in the new century. --Gregory McNamee

As I mentioned earlier, this subject has largely been on my mind sleeping in until very recently when I came across an article Vineet Nayar in the October 2010 issue of Chief Officer leaning magazine. Nayar is the CEO of HCL Technologies.The title of the article is simply, "Employees and customers of First second" and I recommend it to any of my readers. Therefore, the purpose of this article is simply to encourage creative thinking about relationships that exist within organizations among key stakeholders:

(2) clients or recipients of services,
(3) investors, donors and funding sources, and
(4) management.

I'll ask more questions than I provide answers. How all the variablesand sometimes conflicting interests is developed?
